Portuguese Return to Angola According to the Lusitania press service, no passages are available on ships from the Metropole to Angola for the final three months of 1961. This scarcity of transportation is attributed to the large number of persons wishing to return to Angola. O Planalto and O Lobito both carried articles nothing with satisfaction the reaction against the panic of March and April, when thousands of Portuguese sent their familiers back to Lisbon. Comment: The return of some of those who fled is beginning to cause a gradual tightening of the housing situation in Luanda. There are still many houses and apartments available, particularly in the outskirts of town; but rents are beginning to edge upward and the best houses are being taken. 6. Unfavourable Comment on Enlargement of Angolan Legislative Council As reported in Despatch 40, dated August 25, 1961, a decree was recently published, enlarging the Angolan Legislative Council from 26 to 29 members. The following comment was published in the journal de Huila of Sa da Bandeira: “The addition of three representatives was motivated by the creation of three districts - Zaire, Uige and Luanda. The change does not in any manner correspond to that which we hoped for. The Legislative Council, with 26 or 29 members, will continue to be a rogan without the representation that the importance of our province justifies.” O Lobito in its edition of August 30, 1961, reprinted the editorial, describing it as an “opportune commentary.” 7.
