BOX M.24 ACCRA - GHANA Dear Friends 1. We have received the Reports of the Conference of the Independent African States, as well as the All People’s Conference. We thank you very much. By reading them, we saw our opinion about the policy of African Solidarity preconceived by your Honourable Prime Minister conformed. We should like to diffuse those documents, but the copies that you have sent us are not enough. 2. I am availing myself of this opportunity to inform you that I got in a short time to Tunisie, and so, I shall communicate you, opportunely, my new address. 3. Once more we want refer the case of the student Carlos Alberto Rocha de Oliveira, who pretends a scholarship from your Government for studying Political Economy in Ghana. You have told us in your letter of the 22nd September that he could go to Ghana immediately, if he could pay his passage. As we have answered, firstly, it was necessary your Visa to buy the ticket here, and secondly his financial situation being not good, we should like to know the possibilities to obtain help from you. This request is based on the knowledge of the declarations of your Delegate at the United Nation, in 6th December, 1968, about the offer from your Government of scholarship for the student from the dependent states for 1960. Our students can not concur to these scholarships, by the usual ways, their request being done by the portuguese authorities, who naturally, don’t do it. It would be convenient for our friend to go to Ghana any time before the beginning of the school year, because he needs to learn English fluently. Besides his precarious situation only permits him to stay in Germany till the end of this month. Thus, we should be very grateful if you could answer him directly, before 31st December to this address: Carlos Alberto R. de Oliveira, Bei Herrn H. de Bary, Cretzschmarstr. 14 - FRANKFURT/MAIN, Germany 4. We ask you to inform us, please, by the competent ways, about the nature of the courses teached in the Accra University.
